Dr. Kimberly McDonough is the Founder and President of Advanced Pharmacy Concepts (APC), an independent company that provides pharmacy benefit and pharmaceutical expertise to governments, employers, and health plans. Prior to establishing APC, Dr. McDonough managed pharmacy utilization and quality assessment programs for Harvard Community Health Plan and for MIM Corporation, a national pharmacy benefit management company. She also has clinical and management experience as the Vice President of Pharmacy Systems, Inc., a hospital pharmacy management company. She served as Director of Pharmacy for hospitals in New York and Indiana.
Dr. McDonough is a recognized thought leader in the pharmacy industry and has testified for hearings on healthcare issues before the U.S. Representatives of Congress, state legislative oversight committees, other state administrative organizations, and professional organizations. She is also the author of the National Pharmacy Council’s Summary of Pharmacy Quality Measures and is a contributing author to the Handbook of Pharmaceutical Public Policy. She is a former Council Member for the Rhode Island Pharmacist Association and is the Chair for the Association’s Continuing Education Committee. Dr. McDonough is a Corporator for BankNewport and is a Board Member for Northeast Pharmacy Services Corporation.

MARY TAFURI ROSS

Mary joined APC in 2004 and brings over 20 years of valuable experience in the healthcare field, including ten years working for major PBM organizations. She currently has overall responsibility for APC Consulting and Clinical Services as well as APC Government Programs. Under her leadership, APC delivers a wide variety of projects that include projecting pharmacy costs, evaluating new methods of benefit delivery, evaluating ROI of benefit design features, developing best practices in pharmacy benefits, benchmarking contract terms and end to end request for proposal (RFP) engagements.
Mary also advises health plans, benefit groups and employers on pharmacy benefit issues and has analyzed benefits, claims data, and contracts. In addition, she has collaborated on industry papers with Booz Allen Hamilton for the Centers for Medicare and Medicaid (CMS) and presented research at pharmacy fraud, waste and abuse seminars.
Mary holds a Bachelor of Science in Biology degree from Providence College and an MBA with a concentration in Statistics from the University of Rhode Island. |
DAVID C. FETHERSTON

David joined APC in 2008 and is currently the Vice President of Marketing with responsibility for the marketing and business development strategies of the company.
David held key positions in nationally recognized organizations including Delta Dental of Rhode Island, Harvard Pilgrim Health Care of New England, PharmaCare Management Services and CVS/ProCare. He also held strategic relationship management and new business development positions with American Express TRS Company. Aside from his experience in healthcare and financial services, David served as the Director of the MBA Center for Career Development at Babson College with responsibility for all career management programs, curriculum development and strategic external corporate recruiting partnerships. Earlier in his career, David received his commission as an officer in the United States Navy and served as a division officer and Engineering department head aboard a warship stationed in Newport, Rhode Island.
David holds a Bachelor of Business Administration in Marketing from Hofstra University in New York and an MBA with honors from the F.W. Olin Graduate School of Business at Babson College in Wellesley, Massachusetts. |
MARK J. ANDERSON

Mark brings over 21 years of auditing experience from both the health care and financial services industries. He spent over 15 years with BioScrip in roles of increasing responsibility within the internal audit operation. At BioScrip, Mark was instrumental in the development and implementation of internal standards related to Sarbanes-Oxley regulations for the infusion, mail order and PBM business units. He is also an Accredited Health Care Fraud Investigator (AHFI) and managed a fraud investigation team that conducted approximately 300 on-site audits per year.
Prior to his tenure at BioScrip, Mark held positions in auditing and treasury operations with prestigious financial services institutions including Fleet Bank (now Bank of America), Citizens Bank of Rhode Island (a RBS subsidiary) and State Street Bank and Trust.
Mark holds a Bachelor of Science and a Masters in Business Administration from the University of Rhode Island. He is also a member of the National Health Care Anti-Fraud Association and is a member of the Institute of Internal Auditors. |
AMANDA P. GALLAGHER

Amanda joined the APC management team after a 13 year career in the specialty pharmacy industry. During her tenure at BioScrip, Amanda held multiple client-facing roles with increasing responsibility involving account management, client implementations, new business and product development.
Among her accomplishments included the creation of an innovative program to reduce inventory and administrative burden for physicians by providing patient specific in-office administered infusible drugs to the physician while billing the insurance carrier directly. This process effectively replacing the physician Buy-and-Bill model. She also sold and managed contracts for this program as exclusive Managed Care contracts such as GHI, Healthcare Partners, Health Plus, and CMO in New York and voluntary physician enrollment amounting to more than $50,000,000 per year.

JOHN SMITH

John began his career at APC in 2000 as an auditor and has assumed roles of increasing responsibility to become our Director of Information Technology. He has overall management accountability for data management and analytical services as well as maintaining our compliance with HIPAA and HITECH security standards.
Prior to joining APC, John held several positions with ProMark/M.I.M./Scrip Pharmacy Solutions, a PBM and specialty pharmacy firm. During his tenure with ProMark/M.I.M./Scrip Pharmacy Solutions, John was responsible for manufacturer rebate contracting, administration and allocation to clients including partial automation of the process. John later moved to the clinical department where he was responsible for data management for all clinical and management projects.
Prior to entering the healthcare field John worked in the financial services industry as a short term funds manager and project accountant for Old Stone Bank. |
