KIMBERLY P. MCDONOUGH
PharmD-Purdue University

Founder and President

Dr. Kimberly McDonough is the Founder and President of Advanced Pharmacy Concepts (APC), an independent company that provides pharmacy benefit and pharmaceutical expertise to governments, employers, and health plans. Prior to establishing APC, Dr. McDonough managed pharmacy utilization and quality assessment programs for Harvard Community Health Plan and for MIM Corporation, a national pharmacy benefit management company. She also has clinical and management experience as the Vice President of Pharmacy Systems, Inc., a hospital pharmacy management company. She served as Director of Pharmacy for hospitals in New York and Indiana.

Dr. McDonough is a recognized thought leader in the pharmacy industry and has testified for hearings on healthcare issues before the U.S. Representatives of Congress, state legislative oversight committees, other state administrative organizations, and professional organizations. She is also the author of the National Pharmacy Council’s Summary of Pharmacy Quality Measures and is a contributing author to the Handbook of Pharmaceutical Public Policy. She is a former Council Member for the Rhode Island Pharmacist Association and is the Chair for the Association’s Continuing Education Committee. Dr. McDonough is a Corporator for BankNewport and is a Board Member for Northeast Pharmacy Services Corporation.

Dr. McDonough received her Doctorate in Pharmacy from the Purdue University School of Pharmacy.

MICHAEL PIRRI
BS-University of Rhode Island

Vice President of
Analytical Services

Michael joined Advanced Pharmacy Concepts in 2002 and is regarded as an industry expert on pharmaceutical pricing and co-payment design. He has 12 years of experience as an analyst and problem solver, working with complex databases of pharmaceutical and long term care claims. Under his leadership, APC Analytical Services has conducted more than 80 comprehensive PBM audits for managed care and commercial clients, including on-site rebate administration and mail service audits of all the major PBM firms in the industry.

Michael also serves as a key member of the APC product development team and works closely with partner organizations in the creation of quality measures and performance metrics. He also has overall responsibility for APC systems and security, ensuring that APC exceeds all HIPAA and HITECH requirements.

Michael holds a Bachelor of Science in Mathematics from the University of Rhode Island and has completed graduate level courses in Statistics.

MARY TAFURI ROSS
MBA-University of Rhode Island

Vice President of
Consultant and Clinical
Services

Mary joined APC in 2004 and brings over 20 years of valuable experience in the healthcare field, including ten years working for major PBM organizations. She currently has overall responsibility for APC Consulting and Clinical Services as well as APC Government Programs. Under her leadership, APC delivers a wide variety of projects that include projecting pharmacy costs, evaluating new methods of benefit delivery, evaluating ROI of benefit design features, developing best practices in pharmacy benefits, benchmarking contract terms and end to end request for proposal (RFP) engagements.

Mary also advises health plans, benefit groups and employers on pharmacy benefit issues and has analyzed benefits, claims data, and contracts. In addition, she has collaborated on industry papers with Booz Allen Hamilton for the Centers for Medicare and Medicaid (CMS) and presented research at pharmacy fraud, waste and abuse seminars.

Mary holds a Bachelor of Science in Biology degree from Providence College and an MBA with a concentration in Statistics from the University of Rhode Island.

NANCY E.F. HAYDEN
MA-Salve Regina University, AHFI

Director of Audit Services

Nancy joined APC in 2002 and brings more than 15 years of diverse healthcare industry experience. Her areas of expertise include rebate administration programs, analysis, auditing, and adjudication of pharmacy claims. Nancy’s extensive knowledge base was built during her tenure managing rebate programs for one of the largest national PBM organizations as well as performing all critical external auditing functions for one of the largest healthcare Group Purchasing Organizations in the country.

Nancy began her career at APC as an auditor and currently manages the team that has conducted over 80 PBM contract compliance audits for a wide variety of commercial and managed care clients. Nancy also received her certification as an Accredited Healthcare Fraud Investigator and is a key member of the APC product development team.

Nancy holds a Bachelor of Arts in Psychology and a Master of Arts in Management, both from Salve Regina University in Newport, Rhode Island.

DAVID C. FETHERSTON
MBA-Babson College

Director of Marketing

David joined APC in 2008 and is currently the Director of Marketing with responsibility for the marketing and business development strategies of the company.

David held key positions in nationally recognized organizations including Delta Dental of Rhode Island, Harvard Pilgrim Health Care of New England, PharmaCare Management Services and CVS/ProCare. He also held strategic relationship management and new business development positions with American Express TRS Company. Aside from his experience in healthcare and financial services, David served as the Director of the MBA Center for Career Development at Babson College with responsibility for all career management programs, curriculum development and strategic external corporate recruiting partnerships. Earlier in his career, David received his commission as an officer in the United States Navy and served as a division officer and Engineering department head aboard a warship stationed in Newport, Rhode Island.

David holds a Bachelor of Business Administration in Marketing from Hofstra University in New York and an MBA with honors from the F.W. Olin Graduate School of Business at Babson College in Wellesley, Massachusetts.

MATTHEW H. MEARS
BS – Wheaton College

Manager of Consultant Services

Matt joined APC in 2006 and brings over seven years of professional healthcare experience in the pharmacy benefits management industry. He currently serves as the Manager of Consulting Services with responsibility for key client relationships, including Employer Groups and Managed Care Organizations, as well as a team of Senior Consultants.

Matt is responsible for strategic planning with client decision-makers and manages all contractual, financial and operational analysis of prescription drug benefit programs and client-owned onsite pharmacy programs. He also manages teams that perform Request for Proposals (RFPs) for pharmacy benefit services on behalf of clients and supervises the analysis and reporting for RFP projects.

Matt holds a Bachelors degree in Business/Economics with a Minor in History from Wheaton College in Illinois.

DONNA LAPIERRE
BA- Rhode Island College

Manager of Analytical Services

Donna joined Advanced Pharmacy Concepts in 2005. Prior to joining APC, Donna held the position of Client Data Analyst with PharmaCare, the PBM and specialty pharmacy subsidiary of CVS Corporation. During her seven years with PharmaCare Donna received detailed hands-on experience working with extremely large data files generated by pharmacy claims. She has expertise in drug pricing and classification, and has used this expertise to develop clear and practical claims reports in order to help clients make the right decisions in their pharmacy benefits. In addition to her data analysis responsibilities she is also the lead analyst assisting our clinical department in producing the Medicare Part D formularies for upload to CMS.

Donna has a Bachelor of Arts Degree majoring in Applied Mathematics from Rhode Island College
